In 2025, President Trump signed an executive order creating the "Gold Card" visa program. As of 2026, both programs coexist. Congress has not repealed the EB-5 program, and the RIA grandfathering provision protects investors who file I-526E petitions by September 30, 2026. Here is how they compare:

- What is the minimum EB-5 investment amount?
- $800,000 for projects in a Targeted Employment Area (TEA). Our Seattle projects are TEA-eligible. The standard non-TEA minimum is $1,050,000.
- How does my investment fund affordable housing?
- EB-5 capital funds real construction. Jabooda Construction builds the project, and surplus flows to Jabooda Cares, a 501(c)(3) nonprofit that builds permanently affordable homes for veterans, foster youth, and families.
- Is the EB-5 program still active in 2026?
- Yes. The EB-5 program was created by Congress in 1990 and reauthorized under the Reform and Integrity Act. It cannot be unilaterally ended by executive action. The Gold Card program coexists with EB-5 but does not replace it.
- What is the difference between EB-5 and the Gold Card?
- EB-5 requires an $800K investment in a job-creating project with potential return of capital. The Gold Card requires a $1M gift with no project, no jobs, and no return. Both lead to permanent residence.
- Can my family also get green cards?
- Yes. Your spouse and unmarried children under 21 are included in your EB-5 petition. They receive conditional permanent residence alongside you.
